Tammy Coyle, Interim Assistant VP, Human Resources & Manager, Employee Relations | Ext. 5.2735
Tammy oversees the Employee Relations area and Performance Management process for staff employees. Employee Relations services include consultation, facilitation, mediation, workplace investigations, and training. Tammy also provides consultation and training regarding the performance management process.

Sandra Ramirez, Human Resources Assistant | Ext. 5.2557
Sandra is responsible for maintaining all employee relation files, assisting in all investigations including scheduling appointments, transcription and preparing witness statements, assisting in Performance Management training, and reviewing performance improvement plans, oral/written reprimands and related documents.

Heather Houston, M.S., PHR, Manager, Benefits | Ext. 5.2577
Heather manages a team responsible for administering the group insurance, flexible benefits, and retirement plan programs, including delivery of content at New Employee Welcome. She and her team coordinate providing data for staff service awards, prior state service verifications for state longevity pay, and updating personal data in the HR database.

Leah Cuellar, Human Resources Representative | Ext. 5.2572

Leah assists Texas State employees with insurance and retirement plan related questions in addition to assisting with New Employee Welcome I. She is the point of contact once employees are ready to retire and will work with retirees to complete all necessary paperwork. Leah also verifies prior state service for incoming staff.

Lori Kinser, Human Resources Representative | Ext. 5.2732
Lori counsels and assists active faculty and staff with the group insurance program. Lori is also responsible for collaboratively developing and presenting New Employee Welcome I, a comprehensive presentation which introduces new employees to their benefits at Texas State. Other duties include responding to unemployment claims and updates to employees' personal data.

Selma Selvera, Human Resources Representative | Ext. 5.2736

Selma oversees time and leave management, including time administrator and supervisor training, reports and policy compliance. Selma manages Family and Medical Leave (FMLA), sick leave pool and donated sick leave requests. She also assists with insurance benefits and New Employee Welcome (NEW) I.

Blake Bissing, Manager, Compensation | Ext. 5. 4359
Blake manages the compensation section and is responsible for overseeing the university’s pay plan and compensation and classification processes to help Texas State University attract, retain, and reward Bobcat employees.

Emily Himes, Human Resources Analyst | Ext. 5.2071
Emily is responsible for providing analyses related to staff compensation, classification, FLSA overtime status, maintaining the university pay plan, conducting job audits, assisting with the annual salary survey review process and related activities.

Cynthia (Cindy) Keilers, Employee Relations Specialist | Ext. 5.3061
Cindy conducts workplace investigations, provides guidance regarding the grievance process, promotes conflict resolution and other ER services in order to advance the concerns of staff employees at Texas State. This includes collaborating with university partners, conducting research, tracking, analyzing and reporting data. Cindy also supports the new Performance Management process.

Katie Bonner, Manager, Master Data Center | Ext. 5.2673
Katie manages the Master Data Center team, which is responsible for processing personnel actions for staff, student workers, and graduate students not in Academic Affairs. The MDC also maintains organizational changes within SAP and provides PCR and Organizational Management training. Katie is primarily responsible for processing the benefits-eligible staff and graduate student actions, University Longevity Pay changes, Salary Review, and special reporting.

Teresa Duggins, Human Resources Analyst | Ext. 5.2733
Teresa maintains the University’s SAP organizational structure for staff, student workers and non-academic department graduate students; this includes creating new positions and updating positions (costing and reclassification information). She processes Non-Student Non-Regular Staff PCR’s, Supervisor Change Requests, and SAP HR Security Requests for non-academic divisions.

Lisa Gonzalez, Human Resources Analyst | Ext. 5.4602
Lisa is responsible for the processing of all hourly student worker appointments (PCR’s) and student task worker appointments (PCR’s). Lisa serves as a back-up to the completion of the hourly student worker employment verification forms.

Vanessa Salazar, M.A., Manager, Organizational Development & Communications | Ext. 5.8112

Vanessa is responsible for leading the communications and development team within the Office of Human Resources. She drives strategic goals that cultivate employee growth, engagement, and retention. Vanessa received her M.A. in Communication Studies from Texas State, and earned certifications in both Corporate Training & Development and Mediation & Dispute Resolution.

 

Patty Cano, HR Development Representative | Ext. 5.5287

Patty coordinates and oversees classroom training, updates staff licenses and credentials, coordinate Ethics & Compliance training and assists with area website maintenance.

Elizabeth Cruz, HR Development Representative | Ext. 5.2283

Elizabeth coordinates various courses and learning opportunities for Texas State University staff and faculty. She also manages the Academic Release and Tuition Support process and Staff Development Leave process. Elizabeth joined HR in October 2017 after previously working with the Dean of Students Office. She received her Bachelor's from Texas State in 2016.

Melissa Demers, Training Specialist | Ext. 5.8042
Melissa designs and implements effective training and development opportunities for our Bobcat employees. She identifies campus learning needs, creates, and adjusts trainings to meet the strategic goals of the University. Melissa also ensures our new staff colleagues on campus gain an understanding of Texas State's history, values, and vision via New Employee Welcome II.

Laura Gonzalez, M.A., Organizational Development and Communications Specialist | Ext. 5.6810
Laura researches and implements various communication initiatives that promote HR projects and services through tailored messages that cater to our different audiences. She also identifies training needs to create learning and development opportunities. Laura earned her M.A. in Communication Studies and certificate in Corporate Training & Development from Texas State.

Armando Castillo, Systems Support Specialist I | Ext. 5.3370
Armando is responsible for all technology resources for the Office of Human Resources. Armando, also oversees the maintenance of the Support Staff Resources and Human Resources websites. Armando is currently pursuing a double major in Computer Science and History.

Jeremy Thomas, HR Communications Representative | Ext. 5.2631
Jeremy helps Texas State employees stay informed about HR initiatives by creating print and digital media including: HR website updates, the monthly HR Bulletin, and miscellaneous publications. He also helps enhance the HR brand through photography, videography, and graphic design. Jeremy received his B.A. in Mass Communication from Texas State University in 2016.

Madison Pfeiffer, HR Development Assistant | Ext. 5.7899
Assists with the OD & Communications team administrative duties and coordinates various team events, including the New Employee Welcome (N.E.W.) II program.

Rose Trevino, M.A., Work Life Coordinator | Ext. 5.1390
Rose coordinates and oversees the daily operations of the four major existing employee programs under the Work Life Program to include the Employee Assistance Program, Mother-Friendly Worksite Initiative, Employee Discount Program, and the Employee Wellness Program.

Josh Arguelles, Human Resources Assistant | Ext. 5.1268
Josh provides administrative support for the Employee Wellness Program. Josh also serves as an assistant to the Work Life Coordinator.
