John E. McBride, MBA, Assistant VP, Human Resources
John leads the Office of Human Resources and guides the team to fulfill its mission of providing outstanding services in the areas of staff compensation, classification, employment, employee relations, faculty and staff benefits, records management, professional development and communication.
Kelly Dunn, Senior Administrative Assistant
Kelly supports the Assistant Vice President for Human Resources (HR) and HR staff. Kelly is also responsible for monitoring/maintaining the HR and Professional Development budgets and maintains all HR University Policies and Procedures Statements (UPPS) and HR Policies and Procedures Statements.
Heather Houston, M.S., PHR, Manager, Benefits
Heather manages a team responsible for administering the group insurance, flexible benefits, and retirement plan programs, including delivery of content at New Employee Welcome. She and her team coordinate providing data for staff service awards, prior state service verifications for state longevity pay, and updating personal data in the HR database.
Leah Cuellar, Human Resources Representative
Leah assists Texas State employees with insurance and retirement plan related questions in addition to assisting with New Employee Welcome I. She is the point of contact once employees are ready to retire and will work with retirees to complete all necessary paperwork. Leah also verifies prior state service for incoming staff.
Lori Kinser, Senior Human Resources Assistant
Lori counsels and assists active faculty and staff with the group insurance program. Lori is also responsible for collaboratively developing and presenting New Employee Welcome I, a comprehensive presentation which introduces new employees to their benefits at Texas State. Other duties include responding to unemployment claims and updates to employees' personal data.
Selma oversees time and leave management, including time administrator and supervisor training, reports and policy compliance. Selma manages Family and Medical Leave (FMLA), sick leave pool and donated sick leave requests. She also assists with insurance benefits and New Employee Welcome (NEW) I.
Melissa Demers, Senior Human Resources Assistant
Melissa manages the University’s personnel records, including internal and external reference checks, mortgage verifications, and Public Service Loan Forgiveness certifications. This includes student employees, NSNRs, faculty, and staff. Melissa also assists in coordination and presentation of New Employee Welcome I.
Blake Bissing, Manager, Compensation
Blake manages the compensation section and is responsible for overseeing the university’s pay plan and compensation and classification processes to help Texas State University attract, retain, and reward Bobcat employees.
Emily Himes, Human Resources Analyst
Emily is responsible for providing analyses related to staff compensation, classification, FLSA overtime status, maintaining the university pay plan, conducting job audits, assisting with the annual salary survey review process and related activities.
Vanessa is responsible for leading the communications and development team within the Office of Human Resources. She drives strategic goals that cultivate employee growth, engagement, and retention. Vanessa received her M.A. in Communication Studies from Texas State, and earned certifications in both Corporate Training & Development and Mediation & Dispute Resolution.
Margie trains Texas State University staff on OSHA mandated and other workplace safety topics. She also monitors credentials compliance. Margie joined HR in 2014 having worked previously in Facilities as a Training Specialist and Special Projects Coordinator. She began her career at Texas State in February, 2009.
Patty coordinates various workshops for Texas State University staff and faculty. She also manages the Academic Fee Reimbursement process and Staff Development leave. Patty began her career at Texas State in September, 2014.
Elizabeth assists with Professional Development administration duties and coordinates the New Employee Welcome (N.E.W.) II program. She joined HR in October 2017 after previously working with the Dean of Students Office. Elizabeth received her Bachelor's from Texas State in 2016.
Laura researches and implements various communication initiatives that promote HR projects and services through tailored messages that cater to our different audiences. She also identifies training needs to create learning and development opportunities. Laura earned her M.A. in Communication Studies and certificate in Corporate Training & Development from Texas State.
Jordan Guerrero, Systems Support Specialist I
Jordan is responsible for all technology resources for the Office of Human Resources. He also oversees the maintenance of the Support Staff Resources and Human Resources websites. Jordan is currently studying Computer Science as an undergraduate student at Texas State.
Sam Heimbach, HR Communications Representative
Sam helps employees stay informed about HR initiatives and services by creating and publishing HR content, including: HR website updates, the monthly HR Bulletin, and other print and digital media. She identifies and recommends where communication support is needed.
Karen coordinates workshops for Texas State staff and faculty on Organizational Excellence, Personal Effectiveness, Employee Information/Legal Issues and other topics. She is also the point of contact for the online Ethics & Compliance Program and monitors credentials compliance. Karen began her career at Texas State in August 2011, having worked previously in the private sector providing administrative support to Fortune 500 companies.
LynnAnn Brewer, Manager, Employment
LynnAnn manages a staff that provides support for pre-employment services including PeopleAdmin, HireRight, and assessments. She also provides support in talent acquisition services for temporary and executive recruiting. At Texas State, she is a Bobcat Mentor and member of the President’s Council for Women in Higher Education. Currently, she is working on her Master's degree in Interdisciplinary Studies.
Leah Brown, Senior Human Resources Assistant
Leah is a certified professional recruiter who provides talent acquisition services for Texas State. She supports the university with job postings, employment eligibility verifications, such as Form I-9 and E-Verify, pre-employment requirements and assists in the placement of professional level positions. She provides customer support to university users of PeopleAdmin and HireRight, determines effective recruitment advertising tools, compiles, analyzes and maintains recruitment data and metrics.
Sandra Ramirez, Human Resources Assistant
Sandra manages the front desk of the Office of Human Resources. She supports the PeopleAdmin and HireRight systems, and assists with job postings, employment documentation, and coordination of pre-employment assessments. She also assists with talent acquisition services including executive searches and temporary staffing. Sandra also serves as the assistant Veteran Liaison.
Tammy Coyle, Manager, Employee Relations
Tammy oversees the Employee Relations area and Performance Management process for staff employees. Employee Relations services include consultation, facilitation, mediation, workplace investigations, and training. Tammy also provides consultation and training regarding the performance management process.
Cynthia (Cindy) Keilers, Employment Relations Specialist
Cindy conducts workplace investigations, provides guidance regarding the grievance process, promotes conflict resolution and other ER services in order to advance the concerns of staff employees at Texas State. This includes collaborating with university partners, conducting research, tracking, analyzing and reporting data. Cindy also supports the new Performance Management process.
Katie Bonner, Manager, Master Data Center
Katie manages the Master Data Center team, which is responsible for processing personnel actions for staff, student workers, and graduate students not in Academic Affairs. The MDC also maintains organizational changes within SAP and provides PCR and Organizational Management training. Katie is primarily responsible for processing the benefits-eligible staff and graduate student actions, University Longevity Pay changes, Salary Review, and special reporting.
Teresa Duggins, Human Resources Analyst
Teresa maintains the University’s SAP organizational structure for staff, student workers and non-academic department graduate students; this includes creating new positions and updating positions (costing and reclassification information). She processes Non-Student Non-Regular Staff PCR’s, Supervisor Change Requests, and SAP HR Security Requests for non-academic divisions.
Lisa Gonzalez, Human Resources Analyst
Lisa is responsible for the processing of all hourly student worker appointments (PCR’s) and student task worker appointments (PCR’s). Lisa serves as a back-up to the completion of the hourly student worker employment verification forms.
Rose Trevino, Work Life Coordinator
Rose coordinates and oversees the daily operations of the four major existing employee programs under the Work Life Program to include the Employee Assistance Program, Mother-Friendly Worksite Initiative, Employee Discount Program, and the Employee Wellness Program.
Josh Arguelles, Human Resources Assistant
Josh provides administrative support for the Employee Wellness Program. Josh also serves as an assistant to the Work Life Coordinator.
